Value oriented specification writing gets some light-hearted treatment with a colorful little slide show. As whimsical as it is, it actually demonstrates a serious side of writing specifications. Part of a formal presentation (Specifying for Maximum Value) made by Donald A. Coggan, PE, the slides show how using the principles promulgated by UNIFORMAT II will always result in a best-value buying decision. See chapter 3 of the NIST publication NISTIR 6389, which describes how to apply UNIFORMAT II in writing performance specifications, technical requirements, and preliminary project descriptions. Universal StandardThe Construction Specifications Institute/ Construction Specifications Canada (CSI/CSC) recommends UNIFORMAT II to structure schematic phase specifications, and the Design-Build Institute of America recommends it for performance specifications. Increasingly, UNIFORMAT is being used on projects around the world as a respected universal standard to control the project scope, cost, time and quality of building projects.
